The Constitutional Court Reporter Interpretation No. 790: Punishments should be proportionate to the gravity of the crime. If someone commits the crime with minor circumstances, the punishment should be consistent with the principle of equivalent punishment in the Constitution. Otherwise, it violates the principle of proportionality in Article 23 of the Constitution. Marijuana has been legalized for medical uses in 27 countries. May we take a look at it in a different way? After all, the more ways to save people, the better.
